Global ‘water war’ threat by 2030 – US intelligence

Nations will cut off rivers to prevent their enemies having access to water downstream, terrorists will blow up dams, and states that cannot provide water for their citizens will collapse. This is the future – as painted by a top US security report.
The Office of the Director of National Intelligence (ODNI), the organization that oversees US intelligence agencies such as the CIA and FBI, was commissioned by President Barack Obama to examine the impact of water scarcity worldwide on US security.
And while the prospect of “water wars” has been touted for decades, it may start to become reality within a decade. The ODNI predicts that by 2040 water demand will outstrip current supply by 40 per cent.
Impoverished volatile states will be worst off
Water shortages “will hinder the ability of key countries to produce food and generate energy, posing a risk to global food markets and hobbling economic growth.” North Africa, the Middle East and South Asia will be hit the hardest, the report states.
And while the coming shortage is a manageable problem for richer countries, it is a deadly “destabilizing factor” in poorer ones. As a rule, economically disadvantaged countries are already prone to political, social and religious turmoil, and failure to provide water for farmers and city dwellers can be the spark for wider “state failure.”
Among those most vulnerable to this scenario are Sudan, Pakistan and Iraq, which are all locked in debilitating civil conflicts, and Somalia, which has effectively ceased to function as a state. ODNI envisages countries restricting water for its own citizens to “pressure populations and suppress separatist elements.” The report predicts many ordinary citizens will have to resort to the kind of purification tablets currently used by soldiers and hikers to obtain clean water.
Most dangerously, there are whole clusters of unstable countries fighting for the same waterways.
The report lists the Nile, which runs through Uganda, Ethiopia, Sudan and Egypt, the Jordan, which runs through Israel and several Arab countries, and the Indus, which is shared by Pakistan and India.
These areas are managed by special commissions, and the report states that “historically, water tensions have led to more water-sharing agreements than violent conflicts.” But once there is not enough water to go around, these fragile pacts may collapse, with “more powerful upstream nations impeding or cutting off downstream flow.”
Even without outright fighting, the ODNI says countries will use water as a tool of political leverage, similar to how gas and oil are used today.
Infrastructure projects will become increasingly politicized: “States will also use their inherent ability to construct and support major water projects to obtain regional influence or preserve their water interests,” the report claims.
Laos’ proposed $3.5 billion Mekong Dam has already been the subject of an international dispute with Cambodia and Vietnam, who say the dam will obliterate their fisheries and agriculture.
Water terrorism threat
And even international compromise is not likely to be enough to ensure water safety.
“Physical infrastructure, including dams, has been used as a convenient and high-publicity target by extremists, terrorists, and rogue states, threatening substantial harm and this will become more likely beyond the next 10 years.”
The report states that an attack on a single point in a water supply, such as a canal or desalinization plant is sufficient to deprive hundreds of thousands of clean water. In return, governments will have to implement costly safety measures that are likely to be of limited use, due to the extensive length of rivers that have to be protected.
The ODNI says there is a decade to tackle the problems before they spiral out of control. It suggests revising international water treaties and investing in superior water purification technologies that will make the increasingly scarce resource plentiful again.

One might be led to think that if international law enforcement authorities and Western intelligence agencies had discovered a twenty-year old document revealing a top-secret plan developed by the oldest Islamist organization with one of the most extensive terror networks in the world to launch a program of “cultural invasion” and eventual conquest of the West that virtually mirrors the tactics used by Islamists for more than two decades, that such news would scream from headlines published on the front pages and above the fold of the New York Times, Washington Post, London Times, Le Monde, Bild, and La Repubblica.
If that’s what you might think, you would be wrong.
In fact, such a document was recovered in a raid by Swiss authorities in November 2001, two months after the horror of 9/11. Since that time information about this document, known in counterterrorism circles as “The Project”, and discussion regarding its content has been limited to the top-secret world of Western intelligence communities. Only through the work of an intrepid Swiss journalist, Sylvain Besson of Le Temps, and his book published in October 2005 in France, La conquête de l’Occident: Le projet secret des Islamistes (The Conquest of the West: The Islamists’ Secret Project), has information regarding The Project finally been made public. One Western official cited by Besson has described The Project as “a totalitarian ideology of infiltration which represents, in the end, the greatest danger for European societies.”

What Western intelligence authorities know about The Project begins with the raid of a luxurious villa in Campione, Switzerland on November 7, 2001. The target of the raid was Youssef Nada, director of the Al-Taqwa Bank of Lugano, who has had active association with the Muslim Brotherhood for more than 50 years and who admitted to being one of the organization’s international leaders. The Muslim Brotherhood, regarded as the oldest and one of the most important Islamist movements in the world, was founded by Hasan al-Banna in 1928 and dedicated to the credo, “Allah is our objective. The Prophet is our leader. Qur’an is our law. Jihad is our way. Dying in the way of Allah is our highest hope.”
The raid was conducted by Swiss law enforcement at the request of the White House in the initial crackdown on terrorist finances in the immediate aftermath of 9/11. US and Swiss investigators had been looking at Al-Taqwa’s involvement in money laundering and funding a wide range of Islamic terrorist groups, including Al-Qaeda, HAMAS (the Palestinian affiliate of the Muslim Brotherhood), the Algerian GIA, and the Tunisian Ennahdah.
Included in the documents seized during the raid of Nada’s Swiss villa was a 14-page plan written in Arabic and dated December 1, 1982, which outlines a 12-point strategy to “establish an Islamic government on earth” – identified as The Project. According to testimony given to Swiss authorities by Nada, the unsigned document was prepared by “Islamic researchers” associated with the Muslim Brotherhood.
What makes The Project so different from the standard “Death of America! Death to Israel!” and “Establish the global caliphate!” Islamist rhetoric is that it represents a flexible, multi-phased, long-term approach to the “cultural invasion” of the West. Calling for the utilization of various tactics, ranging from immigration, infiltration, surveillance, propaganda, protest, deception, political legitimacy and terrorism, The Project has served for more than two decades as the Muslim Brotherhood “master plan”. As can be seen in a number of examples throughout Europe – including the political recognition of parallel Islamist government organizations in Sweden, the recent “cartoon” jihad in Denmark, the Parisian car-burning intifada last November, and the 7/7 terrorist attacks in London – the plan outlined in The Project has been overwhelmingly successful.
Rather than focusing on terrorism as the sole method of group action, as is the case with Al-Qaeda, in perfect postmodern fashion the use of terror falls into a multiplicity of options available to progressively infiltrate, confront, and eventually establish Islamic domination over the West. The following tactics and techniques are among the many recommendations made in The Project:
Networking and coordinating actions between likeminded Islamist organizations;
Avoiding open alliances with known terrorist organizations and individuals to maintain the appearance of “moderation”;
Infiltrating and taking over existing Muslim organizations to realign them towards the Muslim Brotherhood’s collective goals;
Using deception to mask the intended goals of Islamist actions, as long as it doesn’t conflict with shari’a law;
Avoiding social conflicts with Westerners locally, nationally or globally, that might damage the long-term ability to expand the Islamist powerbase in the West or provoke a lash back against Muslims;
Establishing financial networks to fund the work of conversion of the West, including the support of full-time administrators and workers;
Conducting surveillance, obtaining data, and establishing collection and data storage capabilities;
Putting into place a watchdog system for monitoring Western media to warn Muslims of “international plots fomented against them”;
Cultivating an Islamist intellectual community, including the establishment of think-tanks and advocacy groups, and publishing “academic” studies, to legitimize Islamist positions and to chronicle the history of Islamist movements;
Developing a comprehensive 100-year plan to advance Islamist ideology throughout the world;
Balancing international objectives with local flexibility;
Building extensive social networks of schools, hospitals and charitable organizations dedicated to Islamist ideals so that contact with the movement for Muslims in the West is constant;
Involving ideologically committed Muslims in democratically-elected institutions on all levels in the West, including government, NGOs, private organizations and labor unions;
Instrumentally using existing Western institutions until they can be converted and put into service of Islam;
Drafting Islamic constitutions, laws and policies for eventual implementation;
Avoiding conflict within the Islamist movements on all levels, including the development of processes for conflict resolution;
Instituting alliances with Western “progressive” organizations that share similar goals;
Creating autonomous “security forces” to protect Muslims in the West;
Inflaming violence and keeping Muslims living in the West “in a jihad frame of mind”;
Supporting jihad movements across the Muslim world through preaching, propaganda, personnel, funding, and technical and operational support;
Making the Palestinian cause a global wedge issue for Muslims;
Adopting the total liberation of Palestine from Israel and the creation of an Islamic state as a keystone in the plan for global Islamic domination;
Instigating a constant campaign to incite hatred by Muslims against Jews and rejecting any discussions of conciliation or coexistence with them;
Actively creating jihad terror cells within Palestine;
Linking the terrorist activities in Palestine with the global terror movement;
Collecting sufficient funds to indefinitely perpetuate and support jihad around the world;
In reading The Project, it should be kept in mind that it was drafted in 1982 when current tensions and terrorist activities in the Middle East were still very nascent. In many respects, The Project is extremely prescient for outlining the bulk of Islamist action, whether by “moderate” Islamist organizations or outright terror groups, over the past two decades.
At present, most of what is publicly known about The Project is the result of Sylvain Besson’s investigative work, including his book and a related article published last October in the Swiss daily, Le Temps, L’islamisme à la conquête du monde (Islamism and the Conquest of the World), profiling his book, which is only available in a French-language edition. At least one Egyptian newspaper, Al-Mussawar, published the entire Arabic text of The Project last November.
In the English-language press, the attention paid to Besson’s revelation of The Project has been almost non-existent. The only mention found in a mainstream media publication in the US has been as a secondary item in an article in the Weekly Standard (February 20, 2006) by Olivier Guitta, The Cartoon Jihad. The most extensive commentary on The Project has been by an American researcher and journalist living in London, Scott Burgess, who has posted his analysis of the document on his blog, The Daily Ablution. Along with his commentary, an English translation of the French text of The Project was serialized in December (Parts I, II, III, IV, V, Conclusion). The lack of public discussion about The Project notwithstanding, the document and the plan it outlines has been the subject of considerable discussion amongst the Western intelligence agencies. One US counterterrorism official who spoke with Besson about The Project, and who is cited in Guitta’s Weekly Standard article, is current White House terrorism czar, Juan Zarate. Calling The Project a Muslim Brotherhood master plan for “spreading their political ideology,” Zarate expressed concerns to Besson because “the Muslim Brotherhood is a group that worries us not because it deals with philosophical or ideological ideas but because it defends the use of violence against civilians.”
One renowned international scholar of Islamist movements who also spoke with Besson, Reuven Paz, talked about The Project in its historical context:
The Project was part of the charter of the international organization of the Muslim Brotherhood, which was official established on July 29, 1982. It reflects a vast plan which was revived in the 1960s, with the immigration of Brotherhood intellectuals, principally Syrian and Egyptians, into Europe.
As Paz notes, The Project was drafted by the Muslim Brotherhood as part of its rechartering process in 1982, a time that marks an upswing in its organizational expansion internationally, as well as a turning point in the alternating periods of repression and toleration by the Egyptian government. In 1952, the organization played a critical support role to the Free Officers Movement led by Gamal Abdul Nasser, which overthrew King Faruq, but quickly fell out of favor with the new revolutionary regime because of Nasser’s refusal to follow the Muslim Brotherhood’s call to institute an ideologically committed Islamic state. At various times since the July Revolution in 1952, the Brotherhood has regularly been banned and its leaders killed and imprisoned by Egyptian authorities.
Since it was rechartered in 1982, the Muslim Brotherhood has spread its network across the Middle East, Europe, and even America. At home in Egypt, parliamentary elections in 2005 saw the Muslim Brotherhood winning 20 percent of the available legislative seats, comprising the largest opposition party block. Its Palestinian affiliate, known to the world as HAMAS, recently gained control of the Palestinian Authority after elections secured for them 74 of 132 seats in the Palestinian Legislative Council. Its Syrian branch has historically been the largest organized group opposing the Assad regime, and the organization also has affiliates in Jordan, Sudan, and Iraq. In the US, the Muslim Brotherhood is primarily represented by the Muslim American Society (MAS).
Since its formation, the Muslim Brotherhood has advocated the use of terrorism as a means of advancing its agenda of global Islamic domination. But as the largest popular radical movement in the Islamic world, it has attracted many leading Islamist intellectuals. Included among this group of Muslim Brotherhood intellectuals is Youssef Qaradawi, an Egyptian-born, Qatar-based Islamist cleric.
As one of the leading Muslim Brotherhood spiritual figures and radical Islamic preachers (who has his own weekly program on Al-Jazeera), Qaradawi has been one of the leading apologists of suicide bombings in Israel and terrorism against Western interests in the Middle East. Both Sylvain Besson and Scott Burgess provide extensive comparisons between Qaradawi’s publication, Priorities of the Islamic Movement in the Coming Phase, published in 1990, and The Project, which predates Qaradawi’s Priorities by eight years. They note the striking similarities in the language used and the plans and methods both documents advocate. It is speculated that The Project was either used by Qaradawi as a template for his own work, or that he had a hand in its drafting in 1982. Perhaps coincidentally, Qaradawi was the fourth largest shareholder in the Al-Taqwa Bank of Lugano, the director of which, Youssef Nada, was the individual in whose possession The Project was found. Since 1999, Qaradawi has been banned from entering the US as a result of his connections to terrorist organizations and his outspoken advocacy of terrorism.
For those who have read The Project, what is most troubling is not that Islamists have developed a plan for global dominance; it has been assumed by experts that Islamist organizations and terrorist groups have been operating off an agreed-upon set of general principles, networks and methodology. What is startling is how effectively the Islamist plan for conquest outlined in The Project has been implemented by Muslims in the West for more than two decades. Equally troubling is the ideology that lies behind the plan: inciting hatred and violence against Jewish populations around the world; the deliberate co-opting and subversion of Western public and private institutions; its recommendation of a policy of deliberate escalating confrontation by Muslims living in the West against their neighbors and fellow-citizens; the acceptance of terrorism as a legitimate option for achieving their ends and the inevitable reality of jihad against non-Muslims; and its ultimate goal of forcibly instituting the Islamic rule of the caliphate by shari’a in the West, and eventually the whole world.
If the experience over the past quarter of a century seen in Europe and the US is any indication, the “Islamic researchers” who drafted The Project more than two decades ago must be pleased to see their long-term plan to conquer the West and to see the Green flag of Islam raised over its citizens realized so rapidly, efficiently and completely. If Islamists are equally successful in the years to come, Westerners ought to enjoy their personal and political freedoms while they last.

Towards a worldwide strategy for Islamic policy
(Points of Departure, Elements, Procedures and Missions)
This report presents a global vision of a worldwide strategy for Islamic policy [or “political Islam”]. Local Islamic policies will be drawn up in the different regions in accordance with its guidelines. It acts, first of all, to define the points of departure of that policy, then to set up the components and the most important procedures linked to each point of departure; finally we suggest several missions, by way of example only, may Allah protect us.
The following are the principal points of departure of this policy:
Point of Departure 1: To know the terrain and adopt a scientific methodology for its planning and execution.
Point of Departure 2: To demonstrate proof of the serious nature of the work.
Point of Departure 3: To reconcile international engagement with flexibility at a local level.
Point of Departure 4: To reconcile political engagement and the necessity of avoiding isolation on one hand, with permanent education and institutional action on the other.
Point of Departure 5: To be used to establish an Islamic State; parallel, progressive efforts targeted at controlling the local centers of power through institutional action.
Point of Departure 6: To work with loyalty alongside Islamic groups and institutions in multiple areas to agree on common ground, in order to “cooperate on the points of agreement and set aside the points of disagreement”.
Point of Departure 7: To accept the principle of temporary cooperation between Islamic movements and nationalist movements in the broad sphere and on common ground such as the struggle against colonialism, preaching and the Jewish state, without however having to form alliances. This will require, on the other hand, limited contacts between certain leaders, on a case by case basis, as long as these contacts do not violate the [shari’a] law. Nevertheless, one must not give them allegiance or take them into confidence, bearing in mind that the Islamic movement must be the origin of the initiatives and orientations taken.
Point of Departure 8: To master the art of the possible on a temporary basis without abusing the basic principles, bearing in mind that Allah’s teachings always apply. One must order the suitable and forbid that which is not, always providing a documented opinion. But we should not look for confrontation with our adversaries, at the local or the global scale, which would be disproportionate and could lead to attacks against the dawa or its disciples.
Point of Departure 9: To construct a permanent force of the Islamic dawa and support movements engaged in jihad across the Muslim world, to varying degrees and insofar as possible.
Point of Departure 10: To use diverse and varied surveillance systems, in several places, to gather information and adopt a single effective warning system serving the worldwide Islamic movement. In fact, surveillance, policy decisions and effective communications complement each other.
Point of Departure 11: To adopt the Palestinian cause as part of a worldwide Islamic plan, with the policy plan and by means of jihad, since it acts as the keystone of the renaissance of the Arab world today.
Point of Departure 12: To know how to turn to self-criticism and permanent evaluation of worldwide Islamic policy and its objectives, of its content and its procedures, in order to improve it. This is a duty and a necessity according to the precepts of shari’a.
THE FIRST POINT OF DEPARTURE:
Know the terrain and adopt a scientific methodology for [The Project’s] planning and execution.
Know the influential factors in the world, whether they act as Islamic forces, adverse forces, or neutral forces.
Use the necessary scientific and technical means for planning, organization, execution and follow-up.
Create observation centers in order to gather and store information for all useful purposes, if need be relying on modern technological methods.
Create centers of study and research and produce studies on the political dimension of the Islamic movement.
c- Suggested missions:
Draw up a map of [religious and ideological] doctrines in the world to have a global vision from 100 years ago to our era, and analyze the current situation in light of that configuration, taking account of changes both happening and predicted.
Draw up a map of doctrines of the Muslim world.
Draw up a map of Islamic movements in the Muslim world.
Carry out successive political and scientific studies in varying Islamic areas, those which apply more particularly to current events.
Carry out a scientific study which addresses the history of contemporary Islamic movements, and use it.
THE SECOND POINT OF DEPARTURE
To demonstrate proof of the serious nature of the work.
Clarity of the principal objectives of the dawa in the eyes of all, as well as clarity of the temporary objectives, necessitates exploitation, channeling and orientation of the energies.
Devote sufficient effort to the service of the workers [for Allah] and coordinate their efforts to the sole and same objective.
Devote sufficient time.
Spend money to the extent possible.
Exploit all the energies of the workers to the service of the dawa, each at his level (the criterion of efficiency, given that each must be devoted to the task to which he’s assigned).
Mobilize the greatest possible number of supporters and officials.
Collect money efficiently, control expenses and invest in the general interest.
c- Suggested missions:
Carry out a survey of workers (appropriate men and appropriate location)
Establish schedules with the hours of workers and specialists and use their efforts with good judgment and on time (appropriate effort at the right time).
An engagement with economic institutions adequate to support the cause financially.
THE THIRD POINT OF DEPARTURE
Reconcile international engagement with flexibility at the local level.
To define the guidelines that everyone [worldwide] must follow.
To leave a margin that provides sufficient flexibility at the local level for the issues that do not conflict with the general lines of the global Islamic policy.
The Movement, at a global level, will define the Islamic domain and issues in a general way which will require the engagement of all according to previously defined priorities.
The local leadership will define local issues that come within their prerogative, according to the principle of flexibility and according to previously defined priorities.
c- Suggested Missions
Worldwide Islamic engagement for a total liberation of Palestine and the creation of an Islamic state is the mission which falls to the global leadership.
To establish a dialogue at a local level with those who work for the cause according to the global political lines of the Movement. It is up to the local leadership to define the shape of that dialogue.
THE FOURTH POINT OF DEPARTURE
To reconcile political engagement with the necessity of avoiding isolation, on the one hand, with permanent education and institutional work on the other.
Liberty to function politically in each country according to local circumstances, without however participating in a process which makes a decision which would be contrary to the texts of Shari’a.
To invite everyone to take part in parliament, municipal councils, labor unions and other institutions of which the membership is chosen by the people in the interest of Islam and of Muslims.
To continue to educate individuals and generations and to guarantee the training of specialists in various areas according to a previously designed plan.
To construct social, economic, scientific and health institutions and penetrate the domain of the social services, in order to be in contact with the people and to serve them by means of Islamic institutions.
To study the varied political environments and the probabilities of success in each country.
To plan specialized study missions which will concentrate on useful areas such as communications, the history of Islam, etc.
To conduct feasibility studies concerning various institutions and create them according to priorities established in each country.
To conduct studies relating to the experiences of political Islam and to draw lessons from them.
To give an Islamic policy perspective on the pressing questions of the day.
To keep questions of local importance such as issues concerning workers, unions, etc. within an Islamic framework.
To create a certain number of economic, social, health care and educational institutions, using available means, to serve the people within an Islamic framework.
THE FIFTH POINT OF DEPARTURE
To dedicate ourselves to the establishment of an Islamic state, in parallel with gradual efforts aimed at gaining control of local power centers through institutional action.
To channel thought, education and action in order to establish an Islamic power [government] on the earth.
To influence centers of power both local and worldwide to the service of Islam.
To prepare a scientific study on the possibility of establishing the reign of God throughout the world according to established priorities.
To study the centers of power, both local and worldwide, and the possibilities of placing them under influence.
To conduct a modern study on the concept of support for the dawa and Islamic law, and more particularly on the men of influence in the State and the country.
c- Suggested Mission
To draw up an Islamic Constitution in light of efforts deployed up to now.
To draw up Islamic laws, civil laws, etc.
To work within various influential institutions and use them in the service of Islam.
To use the work of economic, social, and other specialized Islamic institutions.
THE SIXTH POINT OF DEPARTURE
To loyally work alongside Islamic groups and institutions in various areas and in agreement on a common ground in order to “cooperate on points of agreement and put aside points of disagreement”.
To coordinate the Islamic work in a single direction as will permit the laying of the foundations of the growth of Muslim society and dedication to the power of God on Earth.
For each to work according to his capacities in his chosen field and to master it, with loyalty and coordination of effort.
To study the true nature of Islamic movements, to evaluate their experiences and draw up plans to initiate collaboration among them.
To avoid creating new Islamic movements in a country which already has one; there will be but one movement, serious and complete.
c- Suggested missions
To coordinate the efforts of all those working for Islam, in each country, and to establish good contact with them, whether they work in individuals or in groups.
To reduce the differences that exists between workers for Islam and to resolve their conflicts according to shari’a.
THE SEVENTH POINT OF DEPARTURE
To accept the principle of temporary cooperation between Islamic movements and nationalist movements in the broad sphere and on common ground such as the struggle against colonialism, preaching and the Jewish state, without however having to form alliances. This will require, on the other hand, limited contacts between certain leaders, on a case by case basis, as long as these contacts do not violate the [shari’a] law. Nevertheless, one must not give them allegiance or take them into confidence, bearing in mind that the Islamic movement must be the origin of the initiatives and orientations taken.
To combine all efforts against the supreme forces of evil in accordance with the principle that one must “battle one evil with a lesser evil”.
To limit the collaboration to the leadership or to a limited number of individuals in order to maximize the benefit and minimize the possible drawbacks.
To work from perspective of the objectives previously defined for the dawa.
To make a study to evaluate the areas with the object of mutual assistance between Islamic and other movements and draw lessons from it.
To study the areas which allow cooperation, and define the boundaries.
To study the philosophy and plans of other movements.
c- Suggested Missions:
Each country should study the possibility, in the future, of strengthening internal collaboration.
THE EIGHTH POINT OF DEPARTURE
To master the art of the possible on a temporary basis without abusing the basic principles, bearing in mind that Allah’s teachings always apply. To evaluate the education of individuals and not to excessively use typical modern education that does not correspond to reality, which is devoid of flexibility and could have grave consequences such as the conflict between individuals for a simple comment or a simple failure.
To give a documented and scientific view, in the form of speeches, communiqués and books, that bears on events important to the Ummah.
To avoid the Movement hurting itself with major confrontations, which could encourage its adversaries to give it a fatal blow.
To carry out a study to evaluate the experiences of Islamist movements in order to avoid their fatal errors.

Informed sources in Syria say they have discovered a pre-fabricated US scenario for the country’s future, seeking to wage war against the nation from various fronts, Press TV reports.
The sources said the US strategy includes attacks on Syrian diplomatic missions abroad. According to the American scenario, the Syrian opposition abroad would engage in taking over the country’s diplomatic missions and use them as bases for directing and carrying out terrorist activities within the country.
The US plan is set to refer Syria to UN’s human rights commission and the General Assembly on November 23 as well as the the International Criminal Court in an effort to formally declare the Damascus government as a “war criminal,” sources say.
The American scenario also provides a role for Turkey in a NATO defense ministers’ meeting, in which Ankara would be commissioned to move its forces across the Syrian border in an effort to establish a buffer zone inside Syria and facilitate the supply of weaponry and arms to the so-called ‘contra forces‘ inside the country and trigger insurgency activities and potentially a civil war across the nation.
Wahhabi insurgents based in the Syrian city of Tripoli would then launch attacks on the border villages of the country.
Moreover, the Syrian sources said, the US scheme provides that the Israeli regime, along with Jordan, would also declare their readiness to engage in military operations against Damascus.
The latest discovery comes as the Arab League (AL) announced the suspension of Syria during an emergency session in the Egyptian capital of Cairo on Saturday and called for the imposition of sanctions against Syria.
Syrian Foreign Minister Walid al-Muallem has described the AL decision as “illegitimate and dangerous.”
The Arab League has also proposed to dispatch an observer mission of 30-50 members to Syria in a supposed effort to end unrest in the country.
Syria has been experiencing unrest since mid-March, with demonstrations held both in favor of and against President Bashar al-Assad.
Millions of Syrians took to the streets in several cities across the country on Sunday to condemn the Arab League decision and its siding with US-led anti-Syria measures. Demonstrators also expressed their support for the government of President Assad.
The day the Twin Towers collapsed in Manhattan, September 11, 2001, IDF submarine “Leviathan” of the advanced Dolphin model was on a training sail somewhere at sea – the exact location of Israel’s submarines will always remain classified, even dozens of years after the fact.
At one point, the submarine rose to the surface to take a break. The sub’s commander, then-Lt. Colonel Oded, looked through the periscope and saw a calm, blue sea. However, one crew member soon informed him that he just saw the New York towers collapsing on television. Oded’s first reaction was laughter: What kind of movie are you watching there? How could the Twin Towers collapse? Yet soon after, the official announcement arrived from Israel.
The training session ended abruptly. Orders started to pour in from Navy headquarters. The submarine went into high alert and sank into the water for a lengthy period of several weeks. “In such case,” Oded says, “nobody knows where you are except for your crew and your direct commanders. Even your family doesn’t know. They don’t know what you’re doing or when you’ll be back. They know nothing.”
What does a terror attack at the World Trade Center have to do with an Israeli submarine going on high alert? This question shall remain unanswered as well. We can only guess: When the US experiences an unprecedented terror event whose implications are still unclear, nobody knows how the superpower would respond and what will happen in the Middle East as result. At such moments of uncertainty, Israel’s first walls of defense are its long-range strategic arms – the most secretive one is the submarine fleet.
Israel’s enemies must be made to understand that should they dare use any weapon of mass destruction, their own fate will be sealed. According to foreign reports, Israel’s Dolphin fleet plays a crucial role in the game of deterrence with its second strike capability.
Just like Israel’s submarine fleet is secretive, so are its commanders. Colonel Oded, 44, has recently completed his tenure as the fleet’s commander, ending a chapter of more than 20 years where he performed almost every command post in the fleet. “If a layman would see submarine troops from the side, he would not understand how we can withstand it,” Oded says in a rare interview. “It’s a group of people who perform missions at very certain locations and feel like home there. People wake up for their shifts, eat breakfast and follow a routine in the least trivial locations one can imagine.”
When I ask Oded whether his troops’ passports would be filled with stamps, had they theoretically stamped them at border control, he smiles and says nothing. Indeed, we can imagine that these virtual passports would have been full of stamps. The Navy’s submarines, as opposed to other vessels, never dock at foreign ports, including friendly ones. This is the nature of the service: The submarines only dock in Israel.
In order to serve on a submarine, one needs more than to excel at school and accumulate more and more knowledge. Such soldiers need a specific mental makeup that enables them to be isolated for lengthy periods of time from their natural environment, while living with 40 other people under crowded conditions and an intensive, tense operational atmosphere.
“People who cannot withstand the pressure drop out in the screening process and during the courses,” Oded says. “There is only one way to minimize the fear and improve the ability to function during emergencies: Sisyphean training. For that reason we constantly engage in simulating extreme scenarios, so when things happen in real life the soldiers are trained and already experienced those things during training sessions.”
“When you arrive at the sub after the course, you feel that nobody is better than you, but very quickly you realize that you have much to learn from the people around you,” Oded says. “The veteran non-commissioned officer is much more professional than you in his area of expertise. The secret of the submarine’s power is the accumulated knowledge of everyone on board. Each soldier is an expert, so you learn to appreciate and trust them…you learn very quickly that the quality of the soldiers is so high that you cannot just issue orders.”
Not like in the movies
So what happens to a young man who one day becomes privy to the State of Israel’s deepest secrets? “If we developed the right person, and his ego is at a healthy place, not much happens,” Oded says. “The heavy responsibility and significance of the work merely increase the need for modesty. Even though it’s quite surprising and fascinating to discover what this country can do, we don’t tell our parents or anyone else. Never. Everything stays within the submarine. This is one of the reasons why the friendships formed between the soldiers and officers don’t exist elsewhere. We develop a culture where secrecy means life or death.
In the movies we often see a submarine commander receiving a mysterious message, walking over to the safe, pulling out an envelope and discovering a dramatic mission for the first time. Yet when Oded is asked whether this happens in real life, he bursts into laughter. “This happens in the movies. These are precisely the things that are not done in real life, because the sub commander works completely independently, and at times has no contact whatsoever with his superiors. Hence, he must have all the information available to him and be familiar with the mission’s big picture, so he can make the right decisions.
Having fun in the shower
At the end of the 1980s, Oded completed a degree in electrical engineering and physics at the Technion. Upon graduation, he was appointed as commander of a missile boat that specializes in anti-submarine warfare (the Navy ensures that future sub commanders serve on such boats first, as there is no better way to learn how they behave when confronting a submarine.) After two years, Oded embarked on a submarine commander’s course – an intensive eight-month track with a personal mentor. In 1999 he was assigned to command the old-model submarine “Gal.” The only thing he is willing to say about that period is: “It was a very operational year, with plenty of counter-terror activity.” In 2001, he was appointed as the second commander of “Leviathan,” a new model Dolphin sub.
When asked how it feels to command “Leviathan,” a submarine that is three-times larger than the previous sub he led, Oded first speaks about the improved shower experience. “When you are sailing for weeks and your only way to take a shower is to use the air-conditioner’s water, yet suddenly you have a shower, only then you understand the meaning of this,” he says.
“Suddenly there is a convenient space for service, in submarine terms of course. Suddenly your sub has more than one floor. There are also more arms and more advanced sonar systems. There is also a leap in atomization and in command and control capabilities. It’s like flying into space. Moreover, it’s a very quiet submarine that can perform its mission with greater secrecy.
Doubling the fleet
At this time the Navy is preparing to double Israel’s submarine fleet from three to six in the next five years, making it one of the region’s largest and most advanced fleets. As result of this process, Oded was not only required to double the submarine fleet’s manpower, but also to create a larger cadre career officers for a lengthy service term, as the need for professional expertise will only be growing. Hence, the Navy realized it must offer these soldiers the army’s best service terms. For example, sub troops can study almost anything they want, as long as they stay in the force. Notably, a sub officer is required to serve nine years at least.
Oded says that doubling the fleet’s size is “not only a challenge for the army; it’s a challenge for the State.” When asked whether Israel needs such large fleet, especially in an era of cutbacks, Oded has no hesitation: “I have no doubt we need it. A large submarine fleet gives us much more than a multiplier effect in strategic and security terms.”
More Americans Die From Intestinal Illnesses Than From Terrorism

Television networks are preparing an onslaught of 9/11 tenth anniversary specials as the establishment desperately tries to reinforce the myth that terrorists pose any more threat to Americans than intestinal illnesses or allergic reactions to peanuts.
Columnist Glen Greenwald has written an excellent piece focusing on the biggest scam of the decade, “Exaggerating, manipulating and exploiting the Terrorist threat for profit and power,” and how 10 years after 9/11, despite limitless fearmongering, terrorists pose no more threat to Americans than drowning in a bathtub.
It’s a subject that we’ve touched upon several times before, but with major networks set to saturate our television screens over the next ten days with documentary after documentary about how ‘the world changed on 9/11?, it’s important to point out that the only genuine change has been the growth of a gigantic and oppressive Homeland Security surveillance state that feeds on fear and ignorance of the facts.
In his outstanding article, The decade’s biggest scam, Greenwald analyses the amount of money spent on, “Patently absurd domestic “homeland security” projects: $75 billion per year for things such as a Zodiac boat with side-scan sonar to respond to a potential attack on a lake in tiny Keith County, Nebraska, and hundreds of “9-ton BearCat armored vehicles, complete with turret” to guard against things like an attack on DreamWorks in Los Angeles. All of that — which is independent of the exponentially greater sums spent on foreign wars, occupations, bombings, and the vast array of weaponry and private contractors to support it all — is in response to this mammoth, existential, the-single-greatest-challenge-of-our-generation threat.”
Greenwald cites Ohio State University professor John Mueller’s study, as well as Harper’s Index and a McClatchy article, to expose the security state boondoggle.
“Number of American civilians who died worldwide in terrorist attacks last year: 8 — Minimum number who died after being struck by lightning: 29.” That’s the threat in the name of which a vast domestic Security State is constructed, wars and other attacks are and continue to be launched, and trillions of dollars are transferred to the private security and defense contracting industry at exactly the time that Americans — even as they face massive wealth inequality — are told that they must sacrifice basic economic security because of budgetary constraints.
“The number of people worldwide who are killed by Muslim-type terrorists, Al Qaeda wannabes, is maybe a few hundred outside of war zones. It’s basically the same number of people who die drowning in the bathtub each year,” Mueller told the L.A. Times, while the McClatchy piece explains how, “undoubtedly more American citizens died overseas from traffic accidents or intestinal illnesses than from terrorism.”
Despite Americans being hit with crippling austerity measures, security state insiders are confident that their piece of the pie will not be significantly reduced. Even worse, they all but admit that the entire Homeland Security cash cow is based on little more than hot air and fearmongering.
“Polls still show that there is increasing public concern about another terrorist attack. It is this fear and an unrealistic American perception of risk that will continue to propel some aspects of the market,” a recent edition of industry publication National Defense noted (emphasis mine).
Greenwald also explains how most of this anti-terror behemoth is not aimed at foreign terrorists, but is targeted against American citizens as a tool of homeland oppression, designed to “impose domestic order, preserve prevailing economic prerogatives and stifle dissent and anticipated unrest.”
The fact that intestinal illnesses pose a greater threat to Americans than the target of a multigenerational, multi-trillion dollar global war is a good example to illustrate the absurdity of Homeland Security, but there are several others.
Figures collected by Mueller in the same study cited by Greenwald clearly show that Americans are just as likely or more likely to be killed by accident-causing deer or severe allergic reactions to peanuts than they are in terrorist attacks.
So over the course of the next ten days when you find yourself confronted with an array of self-proclaimed “terror experts” soberly lecturing you about how “the world changed on 9/11,” and how the attacks necessitated a Homeland Security slush fund of epic proportions to “protect America,” just remember that it’s all a giant scam.
The war on terror, and the onslaught of domestic repression that came with it, is based on the completely phony pretext that terrorists pose any more threat to Americans than bowel complications, rare weather events, or wandering animals.
Last word goes to Greenwald;
“Exaggerating, manipulating and exploiting the Terrorist threat for profit and power has been the biggest scam of the decade; only Wall Street’s ability to make the Government prop it up and profit from the crisis it created at the expense of everyone else can compete for that title. Nothing has altered the mindset of the American citizenry more than a decade’s worth of fear-mongering So compelling is fear-based propaganda, so beholden are our government institutions to these private Security State factions, and so unaccountable is the power bestowed by these programs, that even a full decade after the only Terrorist attacks on U.S. soil, its growth continues more or less unabated.”
[Oslo bombing] My heart goes out to the people who were massacred yesterday in Norway and their families. Here I will not make any conclusions as to who did the shooting and why, but I wanted to get this situation in writing before much of the information disappears, as has happened in the past with other terrorist acts.

Terror Attack in Central Oslo
…Although the source of the blast is unclear, Al-Jazeera TV notes that Norwegian prosecutors on Tuesday filed a terrorism charge against Mullah Krekar, founder of the Kurdish Islamist group Ansar al-Islam….
NRK is reporting that an unknown group called “Helpers of the Global Jihad” have posted a message that this is only the beginning of the reaction to Norwegian periodicals publishing the Muhammed cartoons, according to Andrew Boyle, a journalist in Norway.
Corriere Della Sera reports (Italian) that the terrorist group Ansar al-Jihad al-Alami has claimed responsibility for the explosion in Oslo with a message on a jihadi forum, blaming the presence of Norway in Afghanistan and “insults” to the prophet Muhammad.
Al Qaeda claims responsibility on Twitter (Swedish).

Abu Suleiman al-Nasser: “Today, Norway was targeted in order to serve as a lesson and example for the rest of the nations of Europe.”… Notorious online extremist Abu Suleiman al-Nasser has also now responded to reports of a possible terrorist attack in Oslo, Norway.
A group called “Helpers of Global Jihad” has taken responsibility for the bomb which ripped open buildings, including the prime minister’s office, in Norway’s capital, CBS News has learned.
It is apparently the same local shadowy extremist group that the Stockholm bomber in December 2010 had said he was connected to…
The Guardian UK also reported the attack as being Islamist-related:
….Peter Beaumont, foreign affairs editor at the Observer, says a jihadist group is most likely to be behind the blast…
The Voice of Russia also expressed its suspicion that jihadis were responsible:
The head of the Centre of Northern Europe of the Institute of Europe at the Russian Academy of Sciences, Yuri Deryabin, shared his opinion of possible motives for the double terrorist act in Oslo with The Voice of Russia.
“This is undoubtedly a terrorist act but not against a certain politician. It was meant to intimidate the public and to prove that al-Qaeda is alive even after Bin Laden has died. Why Norway? Because it is taking an active part in the NATO operation in Afghanistan. As for the incident at the youth camp outside Oslo, the reasons are not so obvious. The suspect has been arrested and is answering police questions. I do not rule out that he has links with an international terrorist organization like al-Qaeda. Not all Islamists are Muslim nationals. The second version is that the suspect who is an ethnic Norwegian is a mentally unbalanced person….”
The Sydney Morning Herald likewise reported the theory that the attack was committed by Islamic terrorists:
Investigators are already working on the premise that Islamist radicals inspired by or linked to al-Qaeda are among the most likely perpetrators of the Oslo terrorist attacks.
The hallmark of a “mass casualty, no warning” attack with multiple targets is a typical tactic of the terrorist group and those who seek to emulate it, experts said. The attack also had echoes of the bomb and commando-style attacks in Mumbai, India, in 2008, albeit on a much smaller scale. Those attacks were carried out by the group Lashkar-e-Taiba, which has links to al-Qaeda in Afghanistan.
Once the blond Nordic-looking terrorist started shooting on Utaya Island, there was talk of “homegrown” Islamic terrorists and sleeper cells – a logical conclusion considering that Islamists have repeatedly threatened Norway, including in one foiled bomb plot last year, for which the plotters were just charged in early July. Norway had only just recently charged the “radical cleric” Mullah Kreker for his death threats after they threatened to deport him.
Indeed, the supposed al Qaeda mastermind behind the Swedish bombing in December 2010 allegedly made the following statement, as reported in The New Review:
At the same time, an organization called Ansar Al Jihad Al Alami, or The Helpers of the Global Jihad, has also taken responsibility for the attack. The group is a Kurdistan-based affiliate of Al Qaeda led by Abu Suleiman Al Nasser, someone who has repeatedly threatened attacks on Scandinavian countries, and most recently claimed responsibility for a defused bomb in Helsinki in June. Today, Al Nasser wrote that “Norway was targeted in order to become a lesson and example for the rest of the countries of Europe.” The attacks, he said, were a demand for “the European countries to withdraw their armies from the land of Afghanistan and to halt their war on Islam and Muslims.” He added, “We renew our warning again to the countries of Europe and we say to them, ‘Answer the demands of the Mujahideen, as what you see is only the beginning and what’s coming is more.'”
Many of these agencies and individuals later changed their articles to reflect the developing “lone nut right-wing anti-immigrant extremist” theory. Fast forward to a few hours later, and The Atlantic Wire has changed its site to include the following disclaimer:
From BBC News: “A terrorism expert tells the BBC that Ansar al-Jihad al-Alami, or the Helpers of the Global Jihad, a terror group that claimed responsibility for the explosion in Oslo, was not behind the attack.” Previously, a New York Times story cited a terrorism expert who mentioned that the group claimed credit for the attack. But the paper also noted: “It is not uncommon for terrorist groups to advance claims of responsibility for high-profile attacks, only to have the claims prove to be spurious.”
Some wag might suggest that the accusation of Islamists deliberately lying in this manner is “Islamophobic.”
In any case, the latest news from Yahoo is that the “lone nut” bought six tons of fertilizer–an amount that one might think would elicit some suspicion in consideration of the Oklahoma City bombing, as well as that fertilizer bombs are evidently a favored Islamist method of massacre. Moreover, instead of one “lone nut,” it is reported that “police investigated witness accounts of a second shooter.”
This current attack does in fact resemble the McVeigh situation, as pointed out by Gates of Vienna:
I’ve read several accounts that describe the Oslo murderer as “a Norwegian Timothy McVeigh.” The crime in downtown Oslo does resemble the Oklahoma City atrocity–a powerful vehicle bomb, possibly a fertilizer bomb, detonated near a government building for the purpose of causing mass casualties. Then, after initial alarm about Islam, we hear that the alleged perpetrator is a crazed right-wing zealot bent on killing as many of his fellow citizens as possible.
Yes, Oslo and Oklahoma City definitely have a lot in common in this regard.
But one thing many people seem to forget–and which they may never have known, thanks to the American government’s actions and the media spin that followed–is that there almost certainly was an Islamic terror connection to the Oklahoma City bombing.
I refer, of course, to the book The Third Terrorist by Jayna Davis. Ms. Davis did exhaustive research, examined all the evidence, interviewed the witnesses who had seen the third conspirator, tracked down the connections, and identified the Iraqi who helped Timothy McVeigh build the bomb. Her work provided more than enough evidence to satisfy Occam’s Razor: there was a third terrorist.
McVeigh’s bomb was thought to have an “Islamic signature”–that is, a bomb of that strength and type was considered almost certain to have been constructed or designed by Muslim terrorists who had the experience and know-how to do the job. It was believed that no domestic terrorist group had the ability to construct such a powerful fertilizer bomb.
That’s why government officials made their early announcement of Islamic terrorism–which, for reasons of their own, they backed away from a few days later. “White supremacists” and “militias” were the preferred culprits, and not Muslims, so the third terrorist had to disappear down the memory hole.
And so he did, as I discovered this afternoon when discussing the horrific events with several Europeans. They had never heard of The Third Terrorist.
So don’t rule Islam out of the Oslo picture, not just yet. Think of the level of destruction the killer managed to accomplish–how unreasonable would it be to assume the backing and assistance of people who have proved themselves proficient at making very, very powerful bombs and detonating them in major cities?
No matter what conclusions the Norwegian government comes to, look for a “second terrorist.” Or a third, or a fourth…
Here is how it stands now: “Authorities say he posted on Christian fundamentalist websites and reportedly held right-wing, anti-Muslim views. He was also once a member of the youth wing of a rightist party.” It seems that, as the McVeigh bombing essentially destroyed the America militia movement, the European “rightwing” anti-Islam, anti-immigrant movement may also be stopped in its tracks now by this attack.

Stana, director of homeland security and justice issues at the Government Accountability Office (which is responsible for “auditing agency operations to determine whether federal funds are being spent efficiently and effectively”), told the Senate Homeland Security Committee yesterday that the federal government can actually prevent or stop illegal entries into the United States along only 129 miles of the 1,954-mile-long U.S.–Mexico border.
That leaves 1,825 miles of the U.S.-Mexico border where the Border Patrol cannot prevent or stop an illegal entry.
Nonetheless, Stana told the committee, the Border Patrol itself says it has established “an acceptable level of control” along 873 miles of the 1,954-mile-long southwest border. This is because of the way the Border Patrol defines “an acceptable level of control” of the border.
“According to Border Patrol,” Stana told the committee, “an acceptable level of border control is established when it has the capability (i.e., resources) to deter or detect and apprehend incursions at the immediate border or after entry.” [Emphasis added.]
In addition to the 129 miles where the Border Patrol says it can actually “deter or detect and apprehend illegal entries” at the border itself, Stana told the committee, there are another 744 miles where the Border Patrol says it has the capability to deter or detect and apprehend illegal entrants after they have entered the county and penetrated U.S. territory to “distances of up to 100 miles or more away from the immediate border.”The 3,918-mile-long northern border of the United States is virtually wide open, according to Stana’s testimony. The Border Patrol, Stana said, reports that it has established “an acceptable level of control” along only 69 miles of this border and that of those 69 miles there are only 2 miles where the Border Patrol can actually prevent or stop an illegal entry.
Along the remaining, 3,916 miles of the northern border the Border Patrol does not have the capability to deter or detect and apprehend an intruder.
“As we testified in February 2011 about our preliminary observations on this measure, Border Patrol indicated that in fiscal year 2010, 873 of the nearly 2,000 southwest border miles and 69 of the nearly 4,000 northern border miles between Washington and Maine were at an acceptable level of control,” Stana told the committee in his written testimony.
“Within this border security classification, Border Patrol further distinguished between the ability to deter or detect and apprehend illegal entries at the immediate border versus after entry—at distances of up to 100 miles or more away from the immediate border—into the United States,” Stana wrote.
“Our preliminary analysis of these Border Patrol data showed that the agency reported a capability to deter or detect and apprehend illegal entries at the immediate border across 129 of the 873 southwest border miles and 2 of the 69 northern border miles,” Stana testified. “Our preliminary analysis also showed that Border Patrol reported the ability to deter or detect and apprehend illegal entries after they crossed the border for an additional 744 southwest border miles and 67 northern border miles.”
Stana said that in fiscal 2010 “about $11.9 billion [was] appropriated to secure the entire U.S. border (for personnel, infrastructure, and technology).”
Only about a third of this money was spent to secure the border in the vast territories between the official ports of entry (POE). “CBP reported that $3.6 billion was appropriated in fiscal year 2010 for border security efforts between the POEs,” Stana testified.
Overall, the federal government spent $3.72 trillion in fiscal 2010, according to the White House Office of Management and Budget. That means the $11.9 billion the government spent on securing the entire U.S. border equaled 0.3 percent of federal spending and the $3.6 billion the federal government spent on securing the border between the ports of entry equaled about 0.1 percent.
